The ABC Act: Removing Red Tape for Caregivers

Imagine spending hours on hold with a government agency. You finally get through, only to find out you’ve filled out the wrong form. Or worse, you’re told to start over because the system can’t accept the information you’ve already submitted elsewhere. Now imagine doing this while trying to care for a parent with dementia or a child with special needs.

This is the reality for millions of family caregivers. But that could change with the Alleviating Barriers for Caregivers (ABC) Act – a bipartisan bill reintroduced by Senators Edward Markey (D-Mass.) and Shelley Moore Capito (R-W.V.), and Representatives Kat Cammack (FL-03) and Seth Magaziner (RI-02).

What the ABC Act Does

Initially introduced in 2023, the ABC Act calls on federal agencies like CMS, SSA, and CHIP to do something revolutionary: make it easier for caregivers to access the support systems they rely on.

Here’s what the bill requires:

  • A comprehensive review of current processes across Medicare, Medicaid, Social Security, and CHIP
  • Recommendations for simplifying eligibility forms and documentation
  • Less duplication of effort (no more providing the same information over and over)
  • Reduced call wait times and faster responses
  • Better access to translation services and in-person help
  • Improved, more user-friendly websites

And the best part? These agencies must report their findings and suggestions within two years, setting a clear timeline to accountability.

Trualta often hears from caregivers about the stress of locating and navigating available resources, and the burden of filling out paperwork. This adds to the everyday stress caregivers experience providing care for loved ones.

According to Trualta’s recent report, “Moments that Matter,” which analyzed three million minutes of caregiver support on the Trualta platform, nearly two out of five of the caregivers joining Trualta’s platform are seeking help with caregiver stress, burnout, or isolation. The top 10 most-viewed learning modules and top 10 most-attended events involve topics related to burnout and caregiver wellness.

This tells us something loud and clear: caregivers are burning out not just from care, but from the system.

And when administrative systems are so broken they prevent caregivers from accessing help, it’s not just a policy issue – it’s a public health one.

Let’s Raise Our Voices

The ABC Act represents more than a policy proposal. It’s a sign that lawmakers are listening. It’s proof that caregiver voices can drive change.
